NOTICE OF A PUBLIC HEARING FOR A

ZONING TEXT AMENDMENT

Notice is hereby given that a public hearing will be held before the DOWNEY CITY PLANNING COMMISSION on the 16th day of April 2025, at 6:30 p.m., in the Council Chambers within Downey City Hall, 11111 Brookshire Avenue, Downey, California. At that time and place, consideration will be given to the following:

(PLN-25-00043) Zoning Text Amendment: A request to amend Article IX (Land Use) of the Downey Municipal Code, Sections 9146 and 9314.04, to regulate Bars, Taverns, Pubs, Micro-Breweries with food and drink, Night Clubs, And Live Entertainment land uses throughout the City. The code amendment will set standards applicable to Bars, Taverns, Pubs, Night Clubs, And Live Entertainment land uses, such as prohibiting the uses from establishing within 500’ (feet) of sensitive uses (schools, daycares, hospitals, and senior citizen housing developments). Micro-Breweries with food and drink will be established as an independent land use designation allowed in the commercial zones with standards similar to the standards established for restaurants.

All interested parties are invited to submit written comments and/or to attend and give testimony. The agenda and staff report, which provides a detailed description and analysis of this project, will be posted to the City Boards and Commission Meetings page of the City’s website (http://www.downeyca.org) on the Friday prior to the public hearing.

As required by the California Environmental Quality Act (CEQA), this request has been found to be Categorically Exempt from CEQA, per Section 15061(b)(3), the “common sense” exemption, where it can be seen with certainty that there is no possibility that the Project will have a significant effect on the environment. The proposed Zone Text Amendment does not generate new land uses that are not already allowed within the City, and does not propose any physical construction. All new establishments will be individually analyzed once again per CEQA at the time of submittal of any application.
